Lisa Tilley joined ROSENBLATT LAW FIRM in 2026 as Of Counsel on the Transactional Team. With more than two decades of experience in real estate, finance, and corporate law, Lisa guides clients through complex transactions — from multifamily and commercial development to business acquisitions and public-private partnerships.

Much of Lisa’s recent work has been on the public side of development. She has represented governmental entities in public-private partnerships and related loan matters involving low-income housing tax credits, public facility corporations, and housing finance corporations, and has managed real estate and finance matters for municipalities, school districts, and public utilities in the construction, recommissioning, and redevelopment of public facilities.

Lisa is equally at home on both sides of the lending table. She has represented lenders and borrowers in acquisition, construction, affordable housing, and term loans as well as lines of credit, and earlier in her career represented securitized and CMBS lenders financing the acquisition and rehabilitation of commercial and multifamily properties. She has also advised national real estate investment firms and developers on land acquisitions and the purchase and sale of multifamily, student housing, and hotel projects nationwide.

Her corporate practice spans private mergers and acquisitions across healthcare, manufacturing, and wind energy, including the sale of real estate, assets, and corporate interests. Lisa has guided entrepreneurs and franchisees through business purchases, lease negotiations, licensing, and financing, and spent a year in solo practice as a legal consultant to other practitioners, corporations, brokers, investors, and individuals.

Lisa earned her Bachelor of Business Administration in Finance and her Doctor of Jurisprudence from The University of Texas at Austin. She began her legal career with clerkships at the Securities and Exchange Commission in Fort Worth and the Lower Colorado River Authority in Austin.
